Entering the GIC: Guidance on Adoptioning Sections 18 and 19 of MGL Chapter 32B
Model Section 19 Acceptance Motion
In order to transfer subscribers to the GIC, the appropriate public authority of a city or town must accept MGL chapter 32B, section 19. The appropriate public authority to take this action is the mayor in a city, the board of selectmen in a town, and the governing board of any district. Acceptance may take place before or after the city or town comes to a written agreement with the public employee committee.

Template Section 19 Agreement
MAPC has prepared a template Section 19 written agreement between a public employee committee and a municipality to transfer subscribers to GIC coverage.
This template is provided as a reference only and is merely illustrative of what an agreement may look like. We strongly suggest that you seek legal counsel before entering into a Section 19 agreement and do not intend to make any legal or policy statements through the inclusion or exclusion of any provisions within the agreement.
